The requirements for opearting an AB [Accreditation body] are given in ISO 17011 but it does not specify qualification or competence requirements for the auditor.
It is up to the AB to define such criteria and provide. AB's select the person based on qualification and imparts training as may be required by them.
The minimum qualification could be that the person should have good experience in auditing a management system. He/She could be an ISO 9001 auditor, ISO 14001 auditor [or any other standard] with about 40 audits.
